Historically, the magnitude of any communal violence has been measured by the number of casualties, the economic costs involved in the medical relief and rehabilitation of the injured, the economic loss incurred by the nation due to the riot, and finally the measures that need to be taken to reduce all these costs in future (Richters 1993).
